City of Westminster Bill [HL]

Full text of the Bill as introduced and further versions of the Bill as it is reprinted to include amendments made during its passage through Parliament. The explanatory memorandum, which appears before the text of the bill, explains the bill’s purpose in detail and includes a statement as to the Bill’s compliance with the European Convention on Human Rights.

The Government is required to make a report on the promoters’ statement of compatibility with the European Convention on Human Rights as soon as the bill has received a first reading. If the Government wishes to make its views about the provisions of a bill known it does so by making one or more further reports which are considered by a Committee on the Bill in the House to which the report is made.

This is a challenge by the Promoters of the Bill to the right of one or more of the petitioners to be heard on their petition. In the House of Commons such challenges are resolved by the Court of Referees. In the Lords they are dealt with by the Opposed Bill Committee.

It is open to any individual, group of individuals or organisation ‘directly and specially affected’ by the provisions of a private or hybrid bill to voice their objections in a petition against that bill.
