News - High Speed Rail (London - West Midlands)

Following agreement by both Houses on the text of the Bill it received Royal Assent on 23 February. The Bill is now an Act of Parliament (law).

The Select Committee which considered the Bill was appointed on 5 May 2016. Further information and the proceedings of the Select Committee can be found on the Lords HS2 Select Committee webpage.

The petitioning period in the House of Lords ended at 5pm on 18 April 2016. 820 petitions were accepted. A list of petitions is available. The petitions are also online. They can be found by going to the publications tab (on the left of this page) and then scrolling down the page.

The Second Reading debate took place on 14 April 2016. The Bill was read a Second time after a debate. Lord Berkeley had tabled two instructions (to consider London petitions at an early stage and to appoint a specialist adviser). These were not moved but were raised during the debate. The second reading was agreed to (without a division) and committed to a Select Committee. The Committee will be appointed shortly.

The Bill was examined for compliance with Standing Orders on 31 March 2016 (a formal proceeding which confirms that Standing Orders have been complied with or dispensed with on the Bill as it was sent from the Commons).

The Bill received a First Reading in the House of Lords on 23 March 2016 and the petitioning period was announced in the Minutes of Proceedings.

Report stage and Third Reading in the Commons took place on 23 March 2016.

The House of Commons agreed a carry-over motion for this Bill on 23 March 2016. This means that Parliament will resume its consideration of the Bill in the 2016-17 session at the point the Bill reached this session.

The Commons Select Committee on the Bill considered petitions between April 2014 and February 2016.

Report of the Independent Assessor on comments on the Environmental Statement

An Independent Assessor was appointed in December 2013 to produce a report summarising issues raised by comments on the Environmental Statement. The Independent Assessor was appointed under the Private Business Standing Orders of the House of Commons, by the Examiners of Petitions for Private Bills, a group of impartial parliamentary officials acting for both Houses of Parliament.

The report of the Independent Assessor was published on Wednesday 9 April 2014.

Additional Provision: Report of the Independent Assessor on comments on the Supplementary Environmental Information

The Independent Assessor has submitted a further report summarising the issues raised by comments on the Supplementary Environmental Information published with the Additional Provision on 9 September 2014.

The report was published on 16 December 2014.

Additional Provision (AP2): Summary of Issues raised by comments on the Supplementary Environmental Statement and AP2 Environmental Statement

The Independent Assessor has submitted a further report summarising the issues raised by comments on the Supplementary Environmental Information published with the Additional Provision AP2 on 13 July 2015.

The report was published on 3 November 2015.

The Independent Assessor has submitted a further report summarising the issues raised by comments on the Supplementary Environmental Information published with the Additional Provision AP4 on 12 October 2015.

The Report was published on 11 February 2016.

The Independent Assessor has submitted a further report summarising the issues raised by comments on the Supplementary Environmental Information published with the Additional Provision AP5 on 2 December 2015.

The Report was published on 24 February 2016.

Environmental Statement consultation

The consultation on the HS2 Phase One environmental statement closed on 27 February 2014. Information on the consultation and the phase one environmental statement documents are available on the Government website.
