After Clause 132
insert the following new Clause—
“Transparency of copyrighted works scraped
(1)
The Secretary of State must by regulations make provision requiring operators of web crawlers and general-purpose artificial intelligence (AI) models to disclose information regarding copyrighted works their crawlers have scraped, including but not limited to—
(a)
the URLs accessed,
(b)
information that can be used to identify individual works,
(c)
the timeframe of data collection, and
(d)
the type of data collected.
(2)
The disclosure of information under subsection (1) must be updated on a monthly basis and be accessible to the copyright holder upon request.
(3)
The Secretary of State must lay before Parliament a draft of the statutory instrument containing regulations under subsection (1) within six months of the day on which this Act is passed and the regulations are subject to the affirmative procedure.”
Member's explanatory statement
This amendment would require operators of web crawlers and general-purpose AI models to be transparent about the copyrighted works they have scraped, allowing copyright holders to understand when their work has been scraped.
