After Clause 125
insert the following new Clause—
“Disclosure of climate and nature information to improve public service delivery
After section 35 of the Digital Economy Act 2017, insert—
“35A
Disclosure of climate and nature information to improve public service delivery
(1)
When making significant announcements, Ministers and public authorities must, in an accurate and timely manner and in a machine-readable form, publicly disclose the potential current and future impact on specified matters to improve public service delivery.
(2)
The Secretary of State must issue guidance in respect of the format of the information provided under subsection (1).
(3)
In this section—
“significant announcements” means—
(a)
the laying of primary legislation before Parliament,
(b)
announced changes to the timing, level and scope of Government targets, or
(c)
announced Government contracts or spending on infrastructure with a value of more than £500m,
(d)
policies which may have, or have the potential to have, a significant impact on specified matters.
“specified matters” means—
(a)
United Kingdom greenhouse gas emissions as defined in the Climate Change Act 2008,
(b)
management of the risks of the current and predicted impacts of climate change in the United Kingdom identified in the most recent report under section 56 of the Climate Change Act 2008,
(c)
environment targets set using the powers in sections 1 to 3 of the Environment Act 2021.””
Member's explanatory statement
This amendment would require Ministers and public authorities such as regulators to disclose analysis of the potential current and future impact of announcements, including legislation, changes in targets and large contracts on UK climate change mitigation targets, adaptation to climate impacts and nature targets.
